There is no actual "52 week high" scan, but you can scan for price as percent of 52 week high and set the value at 99 to max. I just did this and it turned up 356 stocks. A quick glance through confirmed that the scan was capturing new 52 week high stocks. If you have tc2000 v3, you could export these 356 stocks and run your scans on them in v3.
