What is the point of the letter?

It's not a letter it's an article from the Israeli business newspaper Globes.

I think the point is that this deal was struck with Microsoft against regulations that specify such deals must be open to tender. If they gave other parties an opportunity to bid I think the journalist would be less upset.

PS MSFT Israel deal

Here is an explanation from my brother in Israel who originally sent me the article:

"The big deal about the MIcrosoft email deal is that sending email in hebrew is really difficult because you never know what email reader the guy has at the other end. For example Netscape
and MS use different standards in their browsers and email agents that each show the Ivrit of the other back to front. Other programs that are not localised will show the Netscape Ivrit OK but
justified to the wrong side of the page.

What MS is doing is creating a monopolic standard (like DOS or Windows are in the OS realm) for creating and sending email in Hebrew. This will of course be incompatible with
everybody else but when you are Microsoft and you have just distributed your software for free under government sanction to the whole country, who cares...?
