It's not just IP servers in China. I read in the Economist that China's state owned banks have 8 figure IS budgets and desperately need to update their technology to be able to layoff 50% of their bloated staffs and avoid insolvency. Similar stories about in the telecom, transportation and other sectors. Provided China can stay solvent and on track, companies like IBM could see a big payoff.
