RB -- agreed, better topic for the other thread, but I just wanted to expand a bit on an item from C.K.'s post.

The tie-in for TAVA is that fear, or the threat of fear, can be a powerful motivator if it does not proceed to the disruptive level of panic.

IF enough of the powers-that-be start to get a healthy dose of y2k fear while there is still time for them to act, then the benefits for TAVA could be considerable.
