Answer: if Germany raises rates for any reason it would be to meet the rates of other countries in Euro Monetary union - Italy, Spain etc - where the rates have been falling down steadily since ~10 mo. The target interest rate for Euro being at 4%~, so there's some upward movement expected from the present 3.50+ in Germany. Tough call because of the negative impact on economy. Still at 2.7% growth expected in 98 this should not hurt very much.
