"Targeted" and "will only run" are two quite different things.

On a technical level, the G3 chip has a somewhat different architecture from the other 603/604 products, and specifically optimizing for the G3 can make your code run 20-25% faster. However, that code WILL still run on the 603/604, just not as quickly as it might if it were specifically optimized for those chips.

I would be very surprised (on a technical level) if MacOS X does not run on 603/604 PCI machines such as the 7600/8500/9500.
