Sorry, this happens every year now that they don't have any steel mills to blame the pollution on. The geography in and around Pittsburgh allows ozone to build up when cars are stalled on the main arteries flowing thru the city in the summer heat. Pull up a map of Pittsburgh and you will see a huge amount of traffic must flow thru the downtown or near downtown area and virtually all this is under construction every summer.

BTW, one of the reasons Pittsburgh has this heightened awareness is the EPA placed an ozone monitor directly above where busses idle between runs.
