My view is as follows:
Remember there were a lot of exchanges in the last few weeks between Americans and visiting Indian officials in Washington. I presume, without any hard proof, that there was a discussion between Indians and Americans about the nuclear explosion. I suspect that the Americans knew by satellite data and from visiting Indian officials that Indians were testing 3 nuclear devices. I am inclined to think that the following were discussed:
1: India would explode the nuclear device.
2: Pakistan is not the real enemy.
3: China is the real enemy.
4: India wants a permanent seat in the security council.
5: As matter of good faith, when accepted in the security council as a permanent member and recognized that India is a nuclear power, India will sign NPT and CTBT.
6: Americans saw an opportunity in letting the Indians conduct the test and yet get the Indians sign the NPT and CTBT at a later date.
