Often the MM's that are buying are not the MM's that are selling. When the MM buying at the bid has his order filled the next MM with the best bid comes up next. MM's that have all the shares they want to buy will have a low bid so that some other MM is buying the shares. Or they figure that they can buy at a lower price so they see if anyone is willing to sell at the lower price.
If people are willing to buy at the ask, the MM's often figure why drop the price.
Seems like the MM's want to accumulate and don't want the ask to fall.
