Per Bloomberg's dictionary...

Floating Securities. 1) Securities purchased in a broker's name, which are resold immediately for quick profit. 2) Outstanding or unsold stock.

Restricted shares. A common stock that will not pay dividends until a specific event has occurred, such as the company achieving a certain earnings level.
