Canada provides a good example of what not to do. It has already been down this route in similar form.

Canada has:
- Prohibition on advertising.
- High excise taxes on cigarettes

Excise taxes were so high that Canada had a smuggling problem (smugglers were bringing product across the border from the U.S. - sounds like Prohibition doesn't it?). The Canadian gov't relented and lowered taxes somewhat.

We still have lots of smokers (I am told that there is apparently some evidence that the very high cigarette prices discouraged some teens from smoking but we still have lots of teenage smokers).

In summary little was/is being achieved. There is no government law that will ever replace a sense of individual responsibility.
