Microsoft is a kind of monopoly. Its activities may eventually be regulated to some degree.

If you define "monopoly" as having a large market share, I agree. However, an argument can be made that you need more than just a large market share to warrant regulation, whether of the antitrust variety or some other kind.

What are the barriers to entry into the OS market that make it a candidate for regulation?

FWIIW, I also agree with you that Microsoft *will* be brought to account. If the upcoming antitrust action doesn't do the job, or if the remedy doesn't work, look for legislative proposals to begin surfacing.
