Hi Rob.
This is from the Candian Site. I could be wrong but it is my understanding that the US laws were the same.

"Once accepted for filing, your application is assigned a number and filing date, and you will be informed of these. This is no guarantee of a patent. It simply means your application is pending. The application will be laid open to public inspection 18 months after the filing date or priority date. You may request to have your application laid open earlier, if you wish."

It is my understanding that this was set up for people looking to sell their ideas before the patent was issued. And it is also to hurry applicants along in the process that have no intention of having the idea reviewed.
I will see if I can find more on the US laws concerning this area.
