I think it may be fairer to compare them as a percentage of GDP. If the US GDP US$8 trn then the comparable figures are

US 3.5% of GDP
India 2.8% of GDP

Given the incredible amount of money that the US wastes on defence India doesn't look quite as good on this basis.

This is not about the US folks. The US accustomed to being the center of the universe looks at every action as either directed agaiinst it or for it. Much like a psyco lover who chastizes her husband if he pets the dog or waters the roses. India's actions have always been about India's security interests, goes all the way back to Soviet Indian Friendship treaty. We loved the russians because of mutual distrust of the Chinese and US assistance to Pakistan.
There are internal reasons too , shaky government, Kashmir Punjab and on and on.
This is not to say that this is the appropriate solution to all the problems that beset India. Just seems to have been historically inevitable. What the US multinationals fail to realize is that with a larger middle class evolving all around the world, Not only will they want KO and MCD and boeings but also even handed treatment in the World bodies the UN World Bank IMF etc. Cannot have one without the Other.
