Electricity and Gas - The Swiss, due to early deregulation

Phone - The Brits before the recent acquisitions

Military products aren't truly regulated, there is only one real customer.

Cellular is also very lightly regulated. Notice that the heavier the regulation the easier it is to find better efficiencies elsewhere.
