1. MM's are required to be licensed.
2. Obtaining a license requires a written test.
3. A written test requires the ability to read and write.
4. Anyone smart enough to read and write would not short a $ .03 stock.

Cover a short position at $ .03, yes. Short at $ .03, I don't think so.
