I don't think so. If it were so then the modern PC's would cost a fortune. After all, the 486 would be 24% (2 years between) more than the 386 which would be 24% more than the 286, ... . Those 486's would have cost a mint. Same with cell phones. I think what you really mean is that the total revenues of much of semiconductor market is not increasing. But that is different than talks about deflation.
