Bureaucratic retribution is exactly what Ceph perceives in this case.
My impression is that the FDA will approve only after pulling Cephs chain.
FDA scorns Cephs refusal to jump through their hoops. The gun is really up to the FDA's temple and this is their way of rubbing
Cephs nose into the dirt before granting approval.

Approval will come but only after the FDA makes Ceph sweat a little.

The FDA's motto: don't get mad get even.
