<Today, antitrust is all about efficiency, but there are already underway attempts to change the terms of the scholarly and public debate.>

If it is about efficiency, then it should be focused on the UNIX and MAC markets. Wintel is the most efficient Hardware/Software solution available, as currently judged by the market. Simply observe the acceleration in market demand. Exactly what kind of efficiency do you have in mind? It cannot be market efficiency as I have indicated in the aforementioned.

<Consider also their power to mount effective lobbying campaigns in Washington or our state capitals, seeking favorable outcomes in contests over environmental or health and safety regulations.>

Is this supose to be a new problem? It is far from Microsoft specific. As a matter of fact it was NSCP and SUN that have exhibited this undue governmental influence which has forced MSFT to take up defense through the markets and private counsel. Your stipulated argument applies to the foes of MSFT much more than it applies to MSFT.
