I have received many IPO's over the last five years. You usually need an account with one of the underwriters but not always. A person who is involved with the IPO may direct you shares to any trading account.
A friendly broker can get shares and direct them to your account anywhere. Furthermore, you do not need one million dollars. I received my first IPO with a whole lot less than one million.
