I don't think 3.1 is year 2000 complient. If they want to
continue using their computer, they have to upgrade.

For that matter, I am not sure Windows 95 is fully complient either,
So, users won't have a choice but to upgrade.

Bottom line its a cost of $25 a year for O/S costs... seems cheap.

That's not the total cost of switching OSs just the smallest part.
