That's the problem... nobody knows! No, I do think that statuory income taxes for PLC cos. is 38% or so. But these are federal. And usually Russian cos. have to pay local taxes and local excise taxes that vary a lot from region to region.

My view is that there are enough tax revenues to be collected already. But enforcing collection is lax and definitely needs to be improved. The IMF is stressing this point also, it seems.
