Trashing the Test Ban Treaty.

From Washington Post -Opinion by Stephen Rosenfeld.

Here is an interesting column by Rosenfeld where he cleverly tries to put the blame squarely at the U.S on the surface but nevertheless tries to justify her stand on nuclear issues as it stands now. On the other hand he thinks India's actions came about out of the developments in the subcontinent but her actions nonetheless arrogant.

So what is he saying?????
