ernie i left out very early or i would have responded to your question.ATT as you know is positioned in a awkward position.It can not generate enough VOIP traffic to pay or justify its changing of its switches.It also will not chance the poorer inconsistant quality that goes along with it.ATT will be a threat to even the smallest companies but probably not untill it builds and prices its services very cheap or it buys into voip through smaller VOIP companies.
