Doren, This has already been done for sales of data flows and the electronic payment for same. Gambling, software purchases etc.
The government only gets involved when some fool complains that he won $50,000 gambling and never got paid, as almost all of these offshore gambling things are frauds, as the gamblers always lose because they are crooked games. It will teach people not to gamble.
The other tie is the payment schedules. In theory the feds can instruct the VISA settlor to audit all money flows to and from account holders accounts. So the account holder gets an offshore account for winnings and pays his losses from his domestic accout, or funds it with a money order at the beginiing.
In actual fact people can escape the surveillance of the system as they can enroll with a secure code sent to them that is offshore sourced 128 Bit, and they can gamble all they want with their own money and the offshore people will accumulate it ad infinitum.
Eventuallt the fools will learn that all the offshore gaming has stacked decks. Offshore sports bets are harder to rig, and many people have complained about not getting paid for offshore sports bets thay have won.
The market is best.
