I thought that too but Meathead and others have conclusively proved that assumption wrong. Dell does use Intel engineering to assist in motherboard design but the designs are Dell's. I have since done some digging and discovered that Dell typically does a few runs on a new motherboard (100,000 to 250,000 parts), then extensively evaluates the product and sets reliability and manuafacturability standards. Then other motherboard manufacturers (ones Dell has previously worked with and qualified) get the opportunity to show that they can make boards which match the quality of the Dell-produced products. Production is eventually spread among several suppliers with Dell still retaining the ability to produce the products internally as well.
Intel has leaked the rumor that Dell uses Intel motherboards (one of the Intel account reps servicing Dell told me this directly) but apparently this is only true for a very small number of Dell products, not their mainstream lines.
