It is often difficult to extrapolate meaningful conclusions based on the experiences of a small random population, especially when you are talking about a total population that grows by 100M each year.

Nevertheless, your boss does seem pretty representative - otherwise, you would be sitting there with a new computer each time Intel bumped its processors. However, there will be a time when your boss will be under a lot of pressure to upgrade his computers when the delta between what is state of the art and what you have is too great - even though it still works.

It is then when most professional knowledge workers will pressure for the state-of-the-art system rather than to always be sitting behind the tecnological curve - even though being behind will not prevent you from doing your work.

That is why very few professionals will be seen driving to work in, say in a Yugo that could get him to work almost as quickly and far more economically than say in a Ford Explorer.

Nevertheless, there will always be a market for those that will always opt for the lowest price but a far inferior product. I mean how much do you really lose by watching a football game, Oprah, or Jerry Springer in black and white rather than color?

At the same time, there will always be a market who will pay top dollar to go from zero to sixty in a few seconds less time.
