I've never been charged a fee for cancellation, and I cancel orders at least several times a week. If you get a partial fill (Sell 1000 WXYZ @ 10, 155 fill and you lose the bid), cancel and enter the remainder (sell 845 WXYZ @ 9 1/2) you will be charged a 2nd commission if the second order fills, but that's because Datek considers it 2 transactions, not because you cancelled.
