Tis the "D" in DWDM, like in Dense and multiple wavelengths in 1550nm
passband. Working at OC-192, with the power levels that are required
and with the several dispersion effects that muddy the water, DWDM
is somewhat problematical. At OC-48 it is a lot easier and it is
better to have 16 to 40 X OC-48 than one OC-192. QWST has a LOT of $$
in NORTEL OC-192 terminal gear.

LVLT starts with a clean slate. I do believe Seattle , is their
first, outside of Denver. When you start anew, you have plenty of
space, can engineer -48VDC power grids cleanly, and all the other
stuff that goes with it. Anybody can do ip-- when you engineer your
network infrastructure to do say, VPN's, encryption, service guarantees and other fancies, these things become differentiators.

Are you a CSCO employee ?? I do believe CSCO demo'd a OC-48 Packet
over SONET line card in the GSR platform in Las Vegas-- No ?? Not
aware of any others.
