I noted in this weekend's "Barron's" that Richard Arms, innovator
of the famed "Arms Index," observed that recently stocks have re-
versed a prior trend of increased volume pursuant to higher prices
and diminished volume on lower prices. According to Arms, the con-
verse now obtains, i.e., stocks are going down on higher volume
and up on diminished volume. A circumstance hardly bullish, ac-
cording to Arms.
