Ed, that's why MSFT decided the courts may be the best way. In the court, MSFT attornies can educate the government on how software is developed, who benefits from improvements in the OS, etc.

Let's see-Bill Gates for President to kick ass, esp. Reno's, and also, the Gov. wouldn't have the Y2K problem, you can be damned sure of that.
