the answer is in MSFT's internal documents dating around end of 1996.
Top executives there had a meeting around that time to discuss the danger of browsers (netscape's basically) as they marginalize the OS. As people 'live' in broswers, the OS becomes irrelevant. MS decided to copy netscape's feature by feature etc, then as we know, they decided to integrate it with the OS. In 2 years MS windows will have one big DLL (probably around 120 meg) This DLL will the heart of integrating every software the market has into windows2000 (which BTW, won't be released until 2005)

It is at least worth mentioning that the NCSA browser was copied by Netscape.

This was however, kind of different since some NCSA designers migrated to NSCP, and NSCP was really the first viable commercial product.
