A good question. If the rights of other individuals are being violated by the smoke and they protest, then perhaps the Mexican government should step in to defend the rights of those citizens. The U.S. should definitely NOT become involved unless specifically asked to do so by the Mexican government and, more importantly, the Mexican people.
