Carole,
The NASD will inform you that you have 3 days to deliver shares in certificate form if you sell them. Meaning , you can sell them immediately as long as you fed-ex or overnight them to the brokerage. Brokerages will even tell you that you cannot, but call your local area NASD office, and they will contact any broker to correct them in this manner.
I have never heard of safe-keeping, but unless shareholders have possesion, literally, of the public float in Name form, and can do the math on the number of shares, I would be hesitant to allow the company to hold the shares, look at EUTO!! <LOL>, it may very well be a great idea, I don't know enuff about SAFEKEEPING to make a worthy comment.
