But I remember when I was a child it was much more common to see people tossing crap out of car windows. Today, with education and hefty fines I rarely see people toss anything out their windows. The people who do toss things are generally smokers tossing out butts- a reprehensible thing to do, but at least cig butts are small.

So, I think there are solutions, and they might even work. And things can change.
