Yes, 128kb/s is more than enough for voice over IP, but bandwidth just a part of the network criteria for VoIP applications. A network that is ideal for internet access using half duplex radios and a topology that relays between those radios can not meet the latency requirements for packetized toll-quality voice services. Be careful trying to use a perfectly good hatchet for driving nails -- there is a significant suitability-to-task issue here with regard to voice transmission.
