That is a loaded question since all had major faults, even the conservative's revered Ronald Reagan who leaned towards being a mystic and was against an individual woman's right to have an abortion.

Unfortunately the truly great Presidents were all before 1850. If I had to choose the Presidents that did the LEAST harm this Century I would choose Teddy Roosevelt (because those things he advocated which would later destroy liberties he couldn't get through, that task fell to Wilson); Herbert Hoover (because his social plans were never enacted by him, but were instead adopted en toto by FDR); Dwight Eisenhower; Ronald Reagan (not so much for what he did -- other than to facilitate the fall of communism -- but for bringing forth a vision of what America could actually be. . . again).
