Couple things - Microsoft has two dates for Win98. On Monday they shipped it to OEMs - so the Dells, Compaqs, Hewlett Packards, etc. can start loading it on the machines they sell.

It will be available retail on 6/25.

The reason some utilities say "this won't work with windows 98" is that Microsoft puts some entries in the registry saying "I expect to find at least this version of this file. If it's older, put up a message". You can frequently continue to use such software after dismissing the dialog, but may encounter problems.

The Win98 plus pack will include uninstall technology from CYBR. This is not part of the OS, but will have a high attach rate, if it's similar to Win95/plus pack at all.
