Actually, this is an area I'd like to learn more about, if you could suggest a reference. I suspect that not only was government's scope more limited, but also that it was not a full time profession. This was what I experienced in New Hampshire (Live Free or Die!), a state without income or sales tax. In the town where I lived, the top official had a real job (he was the town garbage collector), and his government duties were something he did on the side. There were other sensible arrangements as well. For instance, the snow removal was taken care of by the local quarry operator. It snowed quite a bit there, yet the snow removal was immediate and thorough, without fail. Unlike the city of Denver, where one year they failed to plow the city streets after a storm, and for the next 2 months everyone drove around on 9 inches of ice filled with potholes the size of small craters. There I paid an 8.5% income tax.

Skipper
