Are these a variation on the RFID bag tags?

Yes, but it has to be non-volatile chip like ATML's.
You don't want huge tags on your mail, or have to have
huge back up tapes somewhere in the back room.

These non-volatile tags, keys and cards will be everywhere
in a few years. Those non-volatile chip companies in these
business will be the winners in near future.
