He asks the question but then proceeds not to answer it...

One must admit that there does seem to be many instances of banks lending oodles upon oodles to very risky (even to the casual observer's eye) borrowers. When the eventual bubbles burst the debts are always laid at the feet of the taxpayers. Mexico, Resolution Trust etc. When some ordinary guy wants a loan, the flashlights are usually large.
