Tom,
My understanding is that the price has to average above 4 during the time when the SEC/Nasdaq paperwork is submitted, and when it is accepted. Usually about one month depending on questions, etc.

There are other qualifications for listing that have to be met as well. A minimum number of investors, capitalization requirements, as well as share price. PNLK probably has the number of investors (300 or 400), the capitalization requirements are 50MM market cap, or 5MM assets, or something else, I think a net income number. They meet the 50MM market cap at this point, and they have released their financials.

It might just be a matter of paperwork and time at this point, but the company has not made an official announcement that they have initiated the process yet.
