PTB's point is true but falls short. Any company that can build rockets that stage (drop off parts on the way up) can launch multiple payloads. The separation clamps that do this are routine design problems. The paper and balsa wood Estes models stage. But that is a far cry from independently targeting reentry vehicles. The scuds, for example, lack reentry capability as evidenced by the warheads that broke up on the way in.

The process for obtaining approval to launch a satellite, or even a scientific payload, on a foreign vehicle requires the sponsor to register as an ARMS DEALER. He/she must then get an EXPORT LICENSE. The terms of the license dictate how the hardware must be controlled. In LOR's case of the failed launch, China was not given any details regarding the satellites or the dispenser. If you want to believe that:

A. Registering as an "arms dealer" automatically means you are selling military hardware

and

B. "Exporting" satellites and a dispenser automatically means you are conveying the designs for building such,

then sell or short LOR. I'm still looking for some more cheap shares.

The questions should be more fundamental. Should the US be trading with China? Should trade have included the use of China's launch capability? Even though no technology is transferred, just USING the launch vehicle gives China cash to develop more military hardware. Same questions regarding Russia. How about nuclear power plants for N. Korea? Or rice?

Had a nice bounce off of the low 25s. The LEAPS are highly priced now. I need to get out the spread sheet again.
