I'm pretty sure every major phone company is looking into or is testing online bill presentment. It's very much behind the scenes, but it's very active.

BellSouth is already in. Southwestern Bell Telephone was an original pilot partner, but has yet to roll-out. In the original pilot, existing CheckFree customers who also paid SWBT with CheckFree were invited to receive their E-bill through the closed e-mail function embedded in CheckFree capable software.

The bills were plain text, and were not delivered on the Internet, but it proved CKFR could take the biller's file, convert it to individual invoices, and ship them to the consumer.

Wonder why SWBT never rolled out ... ?
