I work as a state utility regulator. Before I worked in this capacity I spouted all sorts of platitudes about government regulation. Even now, sometimes I think there has to be a better way than what I'm invloved in to ensure that folks have access to safe affordable utility service at a fair price. Would love to think that competition can do it, but am convinced that it cannot.

We don't live in a perfect world and the absence of regulation won't make it so.

I think MS should be allowed to release Win98 with Explorer as is. If DOJ was opposed to the bundling and thought it unfair it shoud have opted to do something sooner before the design and manufacturing dollars were spent. Most of these things are not initiated based on pure motives. Can't throw out the whole system can we?
