Antitrust Chief Joel Klein
Seeks an Increased Budget

WASHINGTON -- With a lawsuit pending against Microsoft Corp. and an "in box" overflowing with business merger reviews, the head of the Justice Department's antitrust division pleaded for more help Tuesday.

Assistant Attorney General Joel Klein told the House Judiciary Committee the 275 litigators on his staff can handle the current caseload, including the Microsoft battle. But consumers will get shortchanged and the economy will suffer if he can't hire more lawyers over the next two or three years, he added.

Mr. Klein made the statement one day after the Justice Department and 20 states filed lawsuits against Microsoft, contending the world's largest software manufacturer was stifling competition in the computer industry. Microsoft denies the charge and is fighting back with lawyers from some of Washington's blue-chip firms.

"I think that it's very important for this country that these mergers get the full scrutiny and analysis that they deserve," Mr. Klein said during a hearing to discuss competition within the airline industry. Among its other tasks, the antitrust division is investigating whether some airlines tried to stifle competition from start-up carriers by manipulating pricing and seat capacity.

Mr. Klein did not name a number, but he said his $95 million annual budget needs to be augmented by "certainly several million dollars."
