Mohan,

The question they are addressing on that map seems to be whether or not China is violating the NPT in assisting Pakistan with facilities that are not under IAEA safeguards. I believe that it is not unusual to have "research facilities" kept from IAEA inspection.

I don't remember what the NPT actually says (or doesn't say) about this issue.

Do you recall that Indira Gandhi was about to eliminate the Pakistani nuclear facility in Kahuta? Any provocation by Pakistan will lead to that now.
