Apparently the Chinese used poor soldering techniques on some rocket seams. As far as I can tell, that is the highly sensitive information which the Chinese internal investigation into the causes of the crash revealed. And which Loral confirmed sounded reasonable to them in Loral's own written review of the Chinese investigation.
The providing of that written review to the Chinese, which no explicti DoD or State Department regulations appear to have explicitly prohibited (but which were a breach by the guys on the ground of Loral's own internal guidelines) is the offense which the DoJ was investigating. Before they were basically preempted by another waiver from Clinton.
