I think that actually a wp is more like a browser than you have stated. The browser interprets HTML and displays the contents of web pages. A wp interprets it's own layout language and displays the pages. How are the actions really diferent? Windows has for years included something very similar to a web browser - the Windows help system. In Win98, standard HTML is used rather than the proprietary Windows help format. Maybe Microsoft could placate the DOJ by renaming Internet Explorer to "Windows Help Viewer". :)
