Now why would natural gas/oil prices surge this summer ... if the weather is usually warm or hot?

Many utilities now burn oil or NG (clean, less EPA crap) in lieu of coal or nuclear (dirty).

utilities will go for either natural gas or oil depends on which one is cheaper - they can burn either one. in fact a lot of them would enter contracts to peg NYMEX Crude price to Natural Gas price using BTU convertor when they buy term supply.
